Our Chairman

Ibn-Hashim Bakari has spent several years in law enforcement as a juvenile correctional officer, Police Action Control Concepts (PACC) Training Instructor, Anger Management & Domestic Violence Instructor and DOT Inspector. A Proud member of the Rhode Island Minority Police Association (RIMPA) & Associate member of the National Association of Black Law Enforcement Officers Inc. (NABLEO), Ibn has participated in law enforcement & fire fighters tournaments in Rhode Island, Conn. Mass. New Hampshire, New York, Atlanta, Chicago, Miami, Las Vegas, Baltimore & Police & Fire World Olympics over the last 15 years. 

In February 2010, Ibn chaired the Dominican Republic's first International Basketball Tournament involving law enforcement & public safety officials from the U.S. and a number of the Dominican Republic's most elite national basketball stars. Lights & Sirens International (LSI) will continue to host annual tournaments during the month of February, with the goal of raising funds to support innovative health, education, and business development initiatives in the Puerto Plata area.


Lights & Sirens provides an entertainment venue that promotes a wide range of international musical talent, and brings them to the North Coast of the Dominican Republic. 3 nights culminating in a live concerts that feature a mix of cultural sounds from Bachata, Reggaeton, Hip Hop, R&B, Merengue and Salsa artists and groups.


Workshops and seminars will be held for participants during the conference on a wide range of topics, including:

Entrepreneurship - Starting a business/business planning

  • Networking and Relationship Building for your career and business

  • Career Transition- What next and how to take action

  • Brain Power - keeping your mind healthy and strong through nutrition

  • Meditation for the sports athlete

2,415 children are in need of assistance in the area schools. Fifty-six percent of these children are girls. 2,793 children under the age of 15 are not able to read or write their names in the greater Puerto Plata area. Local educators also indicate that these figures may be under reported.

In addition, Lights and Sirens International will be instrumental in the creation of Puerto Plata's first Business and Entrepreneurial Development Center. This center will bring vital expertise to community members in the area of start-up development, and educate the public about the essentials of running a successful small business, among other topics.


Lights and Sirens recognize that good health is fundamental to future academic and economic success. We are committed to creating an environment that encourages the community to take responsibility for their health and well-being, and to promote healthy lifestyles. We will be supporting innovative health service organizations that identify and address individual and community health needs through:

  1. Preventive Health Services: including immunizations, disease screening, HIV/AIDS testing, counseling and support

  2. Health Education

  3. Nutrition education and support
